Walter Hopkins, 19, was a passenger in his own car when it was involved in a minor collision with a vehicle driven by Matthew Vincent, a volunteer firefighter in Clinton. Vincent activated his emergency blue light and began chasing Hopkins' vehicle, which then struck a tree, ejecting Hopkins and causing permanent and severe injury to the plaintiff.
